That the Town of Goderich Council hereby accepts the February 21, 2023, regular Council Agenda, as amended.

That the Town of Goderich Council hereby adopts the January 30, 2023, Regular Council minutes and the February 3, 2023, Special Budget minutes, as amended.

That Goderich Town Council enters a Public Meeting at 4:18 p.m. with respect to a Zoning By-Law Amendment Application, GOD 01-23 - Owner: 1695538 Ontario Inc. (Rob Wood) - Applicant: Polocorp lnc. (Matthew Warzecha) under Section 34 of the Planning Act.

That Goderich Town Council approve the proposed Zoning By-Law amendment GOD Z01-23 - Owner: 1695538 Ontario Inc. (Rob Wood) - Applicant: Polocorp lnc. (Matthew Warzecha), and that Council concur with the planning report dated February 21, 2023, regarding the effect of public and agency comments on the decision.

That Goderich Town Council adjourn the Public Meeting concerning the Zoning By-Law Amendment Application, GOD Z01-23 - Owner: 1695538 Ontario Inc. (Rob Wood) - Applicant: Polocorp lnc. (Matthew Warzecha) under Section 34 of the Planning Act at 4:37 p.m.

That the Staff Reports be received for information and the noted action be approved.

That Goderich Town Council authorize the Treasurer to draft a report that replicates parts of the Town of Saugeen Shores development charges policy if applicable.

That Council support the Alexandra Marine and General Hospital Foundations Community Grant Request in the amount of $5,000.00; And further that the funds come out of the Community Reserve Fund.

That Goderich Town Council authorize staff to issue a letter of support to the Menesetung Bridge Association for their Rural Economic Development (RED) Grant application for critical concrete repairs to the Menesetung Bridge.

That Goderich Town Council authorize staff to issue an Expression of Interest for mobile canteen operations interested in the seasonal fixed location at the Goderich Waterfront.

That the correspondence be received for information.

That Goderich Town Council support the resolution from the County of Huron regarding the Call to Action: Review of the Cannabis Act.

That By-Laws 3, 22, 23, 24, 25, 26, 27, 28, 29, and 30 of 2023 be taken collectively, as amended.

That By-Laws 3, 22, 23, 24, 25, 26, 27, 28, 29, and 30 of 2023 be read a first and second time, as amended.

That By-Laws 3, 22, 23, 24, 25, 26, 27, 28, 29, and 30 of 2023 be read a third time and finally passed, as amended.

That Councillor Randy Carroll and Councillor John Thompson be appointed to the BIA Board of Management to November 14, 2026.

That Councillor Randy Carroll be appointed as the Town’s primary representative, and Councillor Liz Petrie be appointed as the back-up representative, to the Clean Energy Frontier Regional Steering Committee to December 31, 2023.

That Donny Rivers, Tony Decoo and Matt Hoy be appointed to the Committee of Adjustment/Property Standards Committee to November 14, 2026.

That Goderich Town Council defer item 13.5 Review of the Bail System in Canada.

That Council rise at 5:59 p.m. and go into Closed Committee of the Whole Session pursuant to Section 239(2)(c)(d)(i) and (j).

That Council rise and come out of Closed Committee of the Whole Session at 7:03 p.m

That Goderich Town Council authorize staff to prepare an Expression of Interest for the lands known as the Victoria Public School Property.

That Goderich Town Council appoint a YMCA Contact Negotiation Committee and appoint the Chief Administrative Officer, Mayor Murdock, Councillor Noel, and Councillor Segeren to the Committee.

That leave be given to introduce By-Law No. 31-2023 being a By-Law to confirm the proceedings of the Goderich Town Council meeting held on February 21, 2023, and that it now be read a first, second, and third time, and finally passed this February 21, 2023.

That Goderich Town Council does now adjourn at 7:08 p.m. to meet again at the regular meeting of Council scheduled for March 13, 2023.
