Council Meeting

That the Town of Goderich Council hereby accepts the March 9, 2020 Council Agenda, as presented.

That the Town of Goderich Council hereby adopts the February 18, 2020, regular Council Minutes, as printed.

That Council refer the operating support request from the YMCA in the amount of $812,625.00 to the 2020 budget.

That the water and wastewater rates increase 4.8% and that the financial plan be approved.

That the accounts for the period ending February 28, 2020 in the amount of $408,365.21 be approved for payment.

That the Staff Reports be received for information and the noted action be approved.

That the correspondence be received for information.

That the correspondence items be received for information and the noted action be approved.

That staff provide Council with any information and reports previously prepared for Council with respect to the Memorial Arena, and that the YMCA provide a report to Council regarding the strengths and weaknesses with respect to operating costs of the Memorial Arena and that staff provide Council with cost estimates to re-purpose the building for (i) a community centre; and, (ii) a recreation centre.

That By-Laws 40 of 2020 to 42 of 2020 be taken collectively.

That By-Laws 40 of 2020 to 42 of 2020 be read a First and Second Time.

That By-Laws 40 of 2020 to 42 of 2020 be read a Third Time and Finally Passed.

That Staff be authorized to investigate parking meters, including costing, at the waterfront for a report back to Council.

That Goderich Town Council submit the names of Mayor John C. Grace and Larry McCabe to the Goderich Port Management Corporation (GPMC) to be considered by the GPMC for an appointment as a Director on the GPMC Board of Management for a term ending on the date of the next Annual General Meeting of the GPMC.

That the Council budget session meeting be held on March 24, 2020 at 4:30 p.m. and that the meeting be advertised accordingly.

That Council rise at 6:19 p.m. and go into Closed Committee of the Whole pursuant to Section 239(2)b, d, f, i, k.

That Council rise and come out of Closed Committee of the Whole Session at 7:02 p.m.

That staff proceed as directed in Closed Council.

That By-Law 43 of 2020 be read a First and Second Time.

That By-Law 43 of 2020 be read a Third Time and Finally Passed.

That leave be given to introduce By-Law No.44 of 2020 being a By-Law to confirm the proceedings of the Goderich Town Council meeting held on March 9, 2020, and that it now be read a first, second, and third time, and finally passed this 9th day of March, 2020.

That Goderich Town Council does now adjourn at 7:10 p.m. to meet again at the regular meeting of Council scheduled for March 23, 2020.
