Council Meeting

That the Town of Goderich Council hereby accepts the April 14, 2020 regular Council Agenda, as presented.

That the Town of Goderich Council hereby adopts the March 9, 2020 regular Council Minutes, and the March 25, 2020 Special Council Minutes, as printed.

That Goderich Town Council approve the recommended transfer of $151,834.33 to the Infrastructure Reserve Fund.

That Council approve the draft budget in principle with a by-law to be brought forward at the next meeting of Council.

That the accounts for the period ending March 26, 2020 in the amount of $2,189,822.83 be approved for payment.

That the Staff Reports be received for information and the noted action be approved.

That Council refer the matter to staff, the Town's solicitor, and the Town's Engineer, to investigate options for the appropriate completion of the Bannister Park contract by Birnam Excavating Ltd.

That Council concur with items 8.1, 8.2 and 8.3 at the pleasure of Council, under the direction of the Province and Huron Perth Public Health Unit during the COVID-19 pandemic, and subject to the status of the waterfront, and that any appropriate by-laws be brought forward to Council at the appropriate time.

That the correspondence be received for information.

That the correspondence items be received for information and the noted action be approved.

That By-Laws 50 and 51 of 2020 be taken collectively.

That By-Laws 50 and 51 of 2020 be read a First and Second Time.

That By-Laws 50 and 51 of 2020 be read a Third Time and Finally Passed.

That the memo from Rowland Howe, Goderich Port Management Corporation, dated April 2020 regarding an update on the P & H Loading Upgrades and request for support for a Maitland Valley Conservation Authority permit application for the construction of the 2020 ship mooring dolphin at the Goderich Harbour, be received for information and that Council request a future presentation be made to Council by GPMC regarding the same in order to acquire further information.

That Council rise at 5:55 p.m. and go into Closed Committee of the Whole pursuant to Section 239(2)b, d, e, f, g, i, k.

That Council rise and come out of Closed Committee of the Whole Session at 8:06 p.m.

That leave be given to introduce By-Law No. 52 of 2020 being a By-Law to confirm the proceedings of the Goderich Town Council meeting held on April 14, 2020 and that it now be read a first, second, and third time, and finally passed this 14th day of April, 2020.

That Goderich Town Council does now adjourn at 8:08 p.m. to meet again at the call of the Chair.
